MINUTES OF SELECTMEN MEETING – August 7, 2017 5:00 PM

Pat Storey spoke to the board about applying for a Community Compact Grant. The Community Compact initiative gives Massachusetts cities and towns the chance to make needed improvements through collaboration with the support from the Commonwealth. Each compact is a voluntary, mutual agreement between the Baker-Polito Administration and the local government.
When applying cities and towns must choose best practices – The community must choose one or more best practices areas it wants to implement. Best practices areas fall under the following categories: Education, Energy and Environment, Financial Management, Housing and Economic Development, Information Technology, Transportation and Citizens Safety and Regionalization/Shared Services.
Review Goals- The Commonwealth and the municipality will review the best practice areas together to make sure that they are focused on areas that need the most improvements.
Sign the Compact – Once the goals have been approved, both parties will sign a written agreement. The compact will include the Commonwealth’s commitments to the town.
Implement Best Practices – The community will implement the best practices within two years. The state’s Division of Local Service will monitor progress.
Kevin – broadband – Kevin met with Frontier to discuss broadband. Frontier’s contract includes a term of 15 years, $35/premises and the grant monies given to Tolland. MBI and DLS are working out the details for the $35/premises. No contract will be signed until the details of fee are resolved.
Ed recommended that the top coat that was scheduled for Burt Hill Road this upcoming fall be put off until FY19 sot that the monies can be used to make repairs to Colebrook River Road. The paving of Colebrook River from Rivers Road to as far as monies are available. The Board of Selectmen agreed.
